LANSING, Mich. — Michigan voters oppose calling a convention to rewrite the state constitution by nearly 2 to 1, according to a new poll on Proposal 1, which goes before voters in November.

The survey by Mitchell Research & Communications found that 51% of likely voters do not support Proposal 1, compared with 26% in favor. The poll was conducted on October 1, 2026.

Proposal 1 asks whether a convention of elected delegates should meet in 2027 to draft a general revision of the state constitution, which would then go back to voters for approval or rejection. The 1963 constitution requires the question to appear on the ballot every 16 years.

If voters approved it, Michigan would hold its first constitutional convention since 1961. The current document covers matters such as the right to a jury trial, who is allowed to vote and the state duty to provide free public primary and secondary education.

Support for the convention was spread across party lines among those who backed it, with 29% of supporters identifying as Democrats, 26% as Republicans and 22% as independents. Younger voters were the most receptive: the proposal drew its strongest support from voters aged 18 to 29, at 45%, followed by voters aged 30 to 44. African American voters were also among the strongest supporters.

Proposal 1 is one of the statewide questions on the November ballot, and voters will settle it on Nov. 3.
