Rochester Hills Hosts Major Emergency Training Exercise

Rochester Hills, MI – On a bright day this past September 17, the streets of downtown Rochester were buzzing with activity, but it wasn’t just the usual hustle and bustle of city life. Around 175 dedicated individuals from various emergency management agencies gathered for a significant event known as Operation WOW. This full-scale disaster exercise, hosted by Oakland County Emergency Management, aimed to prepare responders for the unexpected by simulating a major crisis.

What Happened During the Exercise?

The day was intense and realistic as first responders faced a challenging scenario: an explosion in the lower level of an apartment building. Adding to the urgency was the subsequent collapse of part of the building’s main tower. Drawing inspiration from the tragic 2021 Surfside Condo Collapse in Miami, Florida, this drill allowed agencies to not only practice their skills but also to realize the importance of teamwork in emergency situations.

Who Took Part?

The exercise was a collaborative effort that included teams such as Western Wayne Urban Search and Rescue, Michigan MABAS, Detroit Fire Department, and many others from across Southeast Michigan. Their participation highlighted a valuable opportunity: many of these groups rarely train together, and this event was a chance to strengthen their bonds and improve their response capabilities.

Learning and Growing Together

Andrew Zaccagnini, one of the incident commanders for the exercise, explained the importance of these training sessions. “While Oakland County has an abundance of resources, major incidents can quickly deplete those,” he noted. “In that event, Oakland will be requesting resources from outside our county to assist. Meeting these teams and building relationships during blue-skies days allows us to integrate and respond more efficiently during a disaster.” This sentiment resonated throughout the training, as many teams discussed how different approaches can contribute to a successful response.

Why It Matters

The exercise was particularly significant for the Oakland County Incident Management Team (IMT). As their membership has been steadily increasing, this training provided an excellent platform for them to hone their resource management skills. One of the primary objectives of the exercise was to prepare the IMT for transferring command to incoming teams and efficiently continuing operations over multiple periods during a disaster.

Overcoming Challenges

The patients, teamwork, and tactical maneuvers were all very much alive that day, but challenges did arise. Zaccagnini pointed out that while every team has its own way of handling scenarios, understanding varying methods is crucial. “Different teams handle different scenarios in various ways. Understanding that there is more than one way to approach different topics is vital to success,” he explained. This exchange of ideas and the ability to adapt only enhances future readiness.
